Prison reform and probation

The NHC prison reform projects involve capacity building of prison staff in EU and accession countries by employing knowledge and expertise of the Dutch prison service (Custodial Institutions Agency). The projects also focus on introducing a more humane interaction between prison guards and inmates, including access to work and education in prisons, and preparation of detainees for return to society. Local human rights NGOs accompany this work in a monitoring and advisory role, which often continues after project finalisation. The NHC has worked with the main Dutch probation agency, aiming at, among other, the introduction of alternative sentencing instead of imprisonment.
