What we want to achieve in probation development
Our work in probation development introduces and enhances effective practices for the reintegration of ex-offenders back into the community, conditional sentencing, and community service. By doing so, the programme contributes to more proportionate sanctioning, a reduction of overcrowded prisons, a lower re-offending rate and more efficient use of funding in criminal sanctioning as alternative sanctions are cheaper to execute than prison sentences. By organising peer-to-peer trainings and contacts, capacity enhancement and strategic institutional support are provided through the transfer of knowledge and skills. The aim of all this is to make the criminal sanctioning systems more humane, and societies safer.
The NHC, together with the University of Applied Sciences Utrecht, CILC and CEP, developed the following brochure as a concrete guide for justice ministers, other politicians and senior civil servants interested in setting up or upgrading a probation service. It explains, “why probation and other supervised sanctions and measures in the community are efficient, effective and value for money.” Gerry McNally, CEP President.
