Catalyst of Change — Call for Consultant(s) to Conduct External Evaluation
The Netherlands Helsinki Committee (NHC) invites applications from an international consultant or team to conduct the mid-term and final external evaluations of Catalyst of Change, a 3-year EU-funded project (2023–2026) that strengthens civic space in Romania, Bulgaria, Croatia, Slovenia, and Portugal. The evaluation will provide an independent assessment of project relevance, effectiveness, sustainability, and learning—first to inform implementation, then to deliver a comprehensive final review. Scope & approach
A mixed-methods design is expected, combining qualitative and quantitative tools, with data collection online and in person (travel to all five countries may be required). Core phases include inception, fieldwork, and reporting. The evaluator will propose key questions and methodology aligned with the project’s logical framework and significant sub-granting component, and analyse coordination with EU actors and partners.

Mid-term and final evaluation reports (max. 40 pages each) with executive summaries, findings, conclusions, lessons learned, and actionable recommendations

Budget & level of effort
Total professional fees: €20,000 (excl. travel). Approx. 30 working days.
Profile
At least 5 years’ evaluation experience in civic space/capacity-strengthening; EU/CERV experience is an asset; strong command of mixed methods and participatory, gender/rights-responsive approaches; excellent English; additional languages from target countries are an asset.
