Statement | NHC designated an “undesirable organisation” by the Russian Federation

11 September 2025

In August 2025, shortly after the 50th Commemoration of the Signing of the Helsinki Accords, the Netherlands Helsinki Committee (NHC) was added by the Russian Ministry of Justice to the list of “undesirable organisations.” With this act, the Russian authorities confirm what has long been evident: those who defend human dignity, democracy, and the rule of law are treated as enemies of the regime.

Being placed on this list means that all activities of the NHC are banned within the territory of the Russian Federation. In addition, individuals and organisations who cooperate with us from inside Russia may face sanctions and even criminal prosecution. This measure is designed to isolate Russian society from international solidarity and to silence voices who speak up for rights and justice.

This decision by the Russian authorities demonstrates that our work — building just societies, supporting independent institutions, and strengthening civic space — matters. If an authoritarian government feels threatened by these values, it is proof that we are true to our mission.

For more than 38 years, the NHC has worked to advance justice and human rights across Europe, including in regions where civic freedoms are under attack. We will not be silenced by this attempt to discredit our organisation. On the contrary, it reinforces our commitment to stand with those who continue the struggle for freedom, dignity, and peace.

We stand in solidarity with all human rights defenders, journalists, and activists who have been targeted by the autocratic Russian regime while promoting the values of a free and democratic Europe. Their courage inspires and strengthens our own resolve to continue our mission of promoting human rights, strengthening the rule of law, and working for a peaceful and just (wider) Europe.
