bili-bg.orgThe Bulgarian Institute for Legal Initiatives (BILI) is a think tank that develops policies, provides expert solutions, and conducts monitoring, analysis, and advocacy in the topics of rule of law, anti-corruption, good governance, and civic education. Its main goals are to establish the rule of law in Bulgaria, promote dialogue between civil society, business, and public institutions, and support the alignment of Bulgarian law with European and International standards. BILI works to create a zero-tolerance environment for corruption and nepotism, and an active and critical civil society. This includes monitoring appointments to leadership positions in the judiciary and executive and promoting transparent and accountable governance.
About the Project
Reporting and Public Disclosure of Irregularities – Role of the Media and Protection of Their Sources of Information
The project aimed to strengthen the practice of whistleblowing in Bulgaria, recognising its potential to prevent corruption. The goal of the project was to improve the understanding of whistleblower protection and procedures among journalists and the public. BILI trained journalists to use the AZLPOSPOIN tool, maintain confidentiality, and prevent SLAPP claims. The team produced brochures and infographics to raise public awareness, conducted interviews to collect data on active whistleblowers, and developed a report with recommendations for sustainable practices. The project improved journalists’ skills, increased public understanding, and supported more effective implementation of anti-corruption legislation.

Project Communications
BILI produced multiple communications materials, such as a report on public disclosure of irregularities, as well as the problems that journalists encounter in their work in Bulgaria. BILI also created an anti-corruption instrument, several infographics, brochures and social media posts.
