About the Project
Whistleblowing the Police Horn for Democracy
In December 2022, Romania adopted a new law on whistle-blower protection, but key law enforcement institutions did not update their internal rules to comply with it. The project aimed to address these implementation gaps by promoting the alignment of institutional practices with the new law and by strengthening understanding of whistle-blower protection within law enforcement bodies. As part of this project, APADOR-CH produced a legal analysis on whistleblowing law compliance, carried out multiple advocacy meetings on the implementation of the EU Whistleblowers legislation, sent out over a hundred FOIA requests to County Police Inspectorates in Romania and held three trainings for representatives of different national county police inspectorates.
