About the Project
Strengthening Civil Monitoring of Public Procurement – Advocacy Strategy for the Introduction of Integrity Pacts in the National Anti-Corruption Strategy of Bulgaria
The project aimed to address Bulgaria’s long-standing position at the bottom of the EU Corruption Perceptions Index and the risk of corruption as major EU funds entered public procurement. TI Bulgaria advocated for the implementation of the proposed Integrity Pacts as a timely way to strengthen oversight during the revision of the national anti-corruption strategy. The team developed an advocacy strategy, reviewed legislation, produced a policy paper and held consultations with government, local authorities, business and civil society. Through sustained meetings and an advocacy campaign, the project achieved progress towards embedding Integrity Pacts in national anti-corruption planning.
