JUREMONIA —Call for Consultants to Conduct External Evaluation

The Netherlands Helsinki Committee invites applications from Monitoring and Evaluation (M&E) Experts to conduct the final evaluation of the JUREMONIA project. “JUREMONIA – Justice Reform Monitoring in Armenia” is an EU-funded project (2022–2026) implemented by a consortium consisting of the Netherlands Helsinki Committee (NHC), Social Justice NGO (SJ NGO), Civil Society Institute (CSI), and Penal Reform International (PRI). The project aims to empower CSOs to meaningfully engage in justice sector reforms in Armenia as effective, trusted, and sustainable independent actors, contributing to a more accountable, transparent, and human rights-compliant justice system. The final evaluation will focus on gaining insight into the project’s implementation and the achievement of results. The evaluation will develop recommendations based on the findings and conclusions to support improvements in future work in this field. Find out more about the evaluation here.

Scope & Approach

The process of evaluation entails desk and field research and will be carried out in a transparent and participatory manner, including consultations with project partners, JUREMONIA platform members, beneficiaries of the sub-granting scheme, and a range of stakeholders in the assessment, e.g. state and local governance bodies.

Deliverables & Timeline

The evaluation is divided into three phases and deliverables: Inception, Data Collection, and Analysis and Reporting. The final deliverable, with a deadline in January 2026, entails a concise final evaluation report focusing on lessons learnt and recommendations.

Profile

  • At least 5 years of experience related to research and/or monitoring and evaluation in EU or national/international projects, preferably in the field of access to justice and justice reform.
  • Experience of working with donor-funded projects.
  • Experience of working with participatory methods/models.
  • Fluency in written and spoken English and Armenian.
