Call for proposals: Grants for Ukrainian Human Rights Organisations Working on International Accountability for Ukraine

The Netherlands Helsinki Committee is launching a call for grant proposals within the Justice & Accountability for Ukraine: Strengthening the role of survivor- and CSO-led initiatives project. This project addresses critical gaps in international accountability efforts and justice reform in Ukraine amid ongoing conflict and human rights violations.

About the Project:

The Restoring Dignity and Justice in Ukraine: A Whole-of-Society Approach to Accountability for International Crimes (Phase II) project is part of a consortium led by the International Development Law Organisation (IDLO), in partnership with the T.M.C. Asser Institute, the Centre for International Legal Cooperation (CILC), and the NHC.

Within the project, the NHC’s intervention is designed as a strategic response to the challenges faced by Ukrainian civil society and survivor movements in their pursuit of accountability for international crimes committed in the context of the Russia’s war of aggression against Ukraine. The intervention seeks to ensure that information, evidence and survivor perspectives are documented in line with relevant international standards and are effectively used to inform international justice and accountability processes. The initiative also places strong emphasis on sustainability by strengthening the capacities of Ukrainian actors, facilitating peer learning, and supporting their long-term leadership in efforts to pursue accountability, justice, and remedies for victims and survivors.

About the Grants:

The NHC is launching a call for proposals targeting Ukrainian organisations working on human rights protection, documentation of crimes, legal research, and international advocacy related to accountability for Ukraine. This initiative aims to support both existing partners and organisations outside the NHC’s network, particularly in light of the recent decline in international funding for accountability-focused work. By doing so, the NHC seeks to sustain and strengthen civil society’s efforts toward justice for Ukraine.

We will provide at least four sub-grants to Ukrainian CSOs to work on the activities such as (not an exhaustive list):

  • Comprehensive documentation and verification of human rights abuses and international crimes
  • Collection and preservation of legal evidence
  • Legal research
  • Awareness raising and networking activities in the field of international accountability
  • Analysis to support criminal accountability and preparation of reports
  • Events for submissions to international accountability mechanisms.

NHC will support CSO’s up to the maximum amount of 23.000 EUR per organization.

Proposed project duration should not exceed 30 April 2027. All activities must be implemented before this time.

  • Registration certificate of the organisation (if possible original with an English translation)
  • Statute of the organisation (if possible in English)
  • CVs of the project team
  • If the proposal is submitted by a consortium: an outline of the cooperation process and the division of tasks between individual members in the application form (annex 1).

All submitted applications must be signed by the head of the applicant organisation, scanned and sent electronically.

Deadline for submission of full applications is 20 May 2026. Incomplete or late applications will not be accepted.
